What movie is this? I think its from the 80's?

I remember the ending part. It was about a bunch of kids basically terrorizing this city and school and everything and these two guys at the end kinda got together and started shooting them all. one guy got shot and the other one lived. He made a gun or rocket or whatever that killed the leader and scared all the punks and then they stopped. What movie?
