Ethics: Would you report a merchant for refusing your credit card on a small transaction?

If these companies didn't set a minimum, they would charge you a service charge - so its a lose lose situation. Either buy something else, pay in cash, or report them and expect a 2 dollar surcharge on your next small purchase.
