I need an engineer or physicist to answer this...?

Im not exactly sure of the meaning of the functions T(h)=10 and T(I)=20. But I think whats happening is that the ship is only absorbing the energy equivalent to 10 degrees celsius while it is giving off the energy equivalent to 20 degrees celsius. If this is the case then the ship is not efficiently using the stored heat of the ocean. The difference must be made up with some other sort of fuel, since his boss didn't want to pay for excess fuel he was fired. Had the engineer designed the vessel to extract more or even the same amount of energy that it emits the ship would be able to operate on nothing but the heat of the ocean.
